    Robert Mercer was a pioneer in AI and machine translation. He helped invent algorithmic trading – which replaced hedge fund managers with computer programs – and he listened to Wylie’s pitch. It was for a new kind of political message-targeting based on an influential and groundbreaking 2014 paper researched at Cambridge’s Psychometrics Centre, called: – Computer-based personality judgments are more accurate than those made by humans.

    Wylie, who worked for SCL, the British-based parent of Cambridge Analytica, told the Senate Judiciary Committee that Cambridge Analytica hired hackers to collect data it then used against opponents of its political clients.

    Allegations of the improper use of data for 87 million Facebook users by Cambridge Analytica, which was hired by Trump's 2016 election campaign, have led to investigations in the United States and Europe.

    Bannon worked on Trump's campaign and became a White House aide when Trump took office in January 2017. Bannon left in August 2017.

    Wylie, who has provided reports about how the firm used data Facebook collected, on Wednesday described discussions at the company about suppressing the vote, exploiting racial tensions, and testing campaign slogans in 2014 for use in the 2016 election.

    – One of the things that did provoke me to leave was the beginnings of discussions of voter disengagement, I have seen documents reference and I recall conversations that it was intended to focus on African-American voters, Wylie said.

    – The company learned that there were segments of the population that responded to messages like 'drain the swamp' or images of border walls or indeed paranoia about the 'deep state' that weren't necessarily reflected in mainstream polling or mainstream political discourse that Steve Bannon was interested in to help build his movement, Wylie said.

    Another witness who testified to the judiciary committee, Tufts University associate professor Eitan Hersh, said he was "skeptical" of the effectiveness that such political messaging and targeting. – No person is persuadable all the time, he said.

    – This was Steve Bannon's baby," said former contractor Christopher Wylie, who described Cambridge Analytica as "Bannon's arsenal of weaponry to wage a culture war on America using military strategies."

    Bannon wanted to use the sorts of aggressive messaging tactics usually reserved for geopolitical conflicts to move the US electorate further to the right, Wylie said. He had already directed a series of anti-establishment, conservative documentary films and presided over the far-right website Breitbart News, but Cambridge Analytica would mark another step in his overall ambitions to transform the nation.

    With financial backing from hedge-fund billionaire Robert Mercer, Bannon co-founded Cambridge Analytica in 2013 as the US-branch of Strategic Communication Laboratories (SCL) Group, a British company that advertises how it has conducted "behavioral change" programs in more than 60 countries.

    Wylie described Cambridge Analytica as – Steve Bannon and Robert Mercer using a foreign, military contractor … to use some of the same techniques that the military uses … on the American electorate.

    QAnon fans are applying this same participatory behavior that we have celebrated in fiction fandom to real-world political drama. And why not? The boundaries between politics and entertainment have been collapsing for years. The entire Trump presidency operates like Reality TV, completely divorced from any real stakes or substance.

    That’s what makes this all so terrifying. Do these people really believe that Tom Hanks and Hillary Clinton are personally running a massive pedophilia ring? Really??? But consider this: Trump announced at a rally this week that the farmers being harmed by his stupid trade war had told him “we can take it.” No actual farmers said that to him. We all know that. But it’s a little thing, just part of the story we are all interacting with.

    The pulsating heart of the QAnon theory is not a lunatic fringe denying the real consequences of a failing presidency. The heart of it is a devoted fan base constructing elaborate theories to make the story more fun and engaging. And if you start from the premise that nothing government does matters, then it’s easy to come along for the ride. There’s no real difference between Hillary Clinton and the Smoke Monster. They’re both just characters on the television.

    That’s what alarms me most about the growth of QAnon. It’s not that these people are unhinged and possibly armed. It’s that we’ve lost the capacity to treat civics, governance, and public affairs as though they have actual stakes with actual consequences. The premise of the Trump presidency is that nothing matters, so you should root for your side and heckle the opposing team. He encourages his supporters to treat Democrats and journalists like a rival fan base.
